AbstractThis report was developed to highlight the current state of affairs and illustrate the value of a unifying framework and integrated infrastructure for the many initiatives, projects, programs, and services schools pursue in addressing barriers to learning and promoting healthy development. Specifically, it highlights how initiatives can be embedded into a comprehensive, multifaceted, and cohesive framework. It also outlines how existing infrastructure mechanisms can be integrated to address marginalization, fragmentation, counterproductive competition, and wasteful redundancy. As aids for moving in these directions, several tools are included. The following are appended: (1) Using the Matrix as a Tool for Mapping, Analyses, and Decision Making; (2) Leadership at a School Site for an Enabling or Learning Supports Component: Job Descriptions; and (3) Using Federal Education Legislation in Moving Toward a Comprehensive, Multifaceted, and Integrated Approach to Addressing Barriers to Learning.
