Abstract | In 2003, Congress was scheduled to reauthorize Head Start, a federal-to-local grant program for the provision of early childhood education and comprehensive services, including health, nutrition, parental involvement, social, and other services, for low-income preschool children and their families. This document seeks to explain provisions of the bill and highlight questions about the intent and effect of particular provisions. The following are included in this document: (1) An overview summary of the provisions of the Senate HELP Committee bill; (2) A brief summary of key similarities with and differences from the House bill; (3) a table of contents for this analysis; and (4) A section-by-section analysis of the bill.
