AbstractTeacher learning and development have been perennial issues for teacher educators, principals, administrators, and practitioners. The issues spring up from the understanding that teachers, like their students, must engage themselves in learning throughout their career. No matter how complete the training program is, it cannot equip a teacher to cope with the changes and reforms that occur in one's career. This report discusses some ways of enhancing professional learning, from the primitive form to the school-focused INSET. Underlying these changes is the shift of focus to active participation, collaboration, and cooperation, rather than treating practitioners as passive learners who are told the answer by outside experts. The rise of clinical supervision and subsequently peer coaching are good examples. This report also considers action research as a best way for curriculum development. Applying Stenhouse's (1975) notion of "teacher-as-researcher" and reflective practice for professional development, a collaborative action research on the development, implementation, and the teaching of a new module is conducted. The action research is exploratory and aims at enhancing the scholarship of teaching. (Contains 47 references.) (Author)
