AbstractLouisianas postsecondary education system is dedicated to improving the quality of life for the states citizens. It demands from its institutions a level of performance in teaching, research, and public service that both acknowledges and challenges the capabilities and missions of each. Chapter 1 describes the pursuit of this vision for Louisiana. The public postsecondary education community has adopted three goals: (1) to increase opportunities for student access and success; (2) to ensure quality and accountability; and (3) to enhance services to communities and the state. This master plan addresses each of these goals and breaks them down into objectives, along with strategies for accomplishing each objective. For example, Goal 1 includes the following objectives: (1) to increase participation in public postsecondary education by 2% by 2005; (2) to increase minority participation in postsecondary education by 5% by 2005; (3) to increase the percentage of first-time, full-time entering freshmen retained in the second year in community colleges and universities 5 percentage points by 2005; and (4) to increase the three-year graduation rate at community colleges and the six-year graduation rate at four-year institutions by a combined total of five percentage points by 2005. Chapter 2, "Refinement of a Comprehensive, Statewide System," addresses admissions criteria, mission statements, and institutional role. Chapter 3, "Funding Formulae for Louisianas Public Postsecondary Institutions," addresses general funding issues and funding for some specific programs. (Author/NB)
