AbstractA study examined key dimensions of the pattern of learning and enterprise culture change relating to provision of training and learning services for small businesses in Australia. Barriers to training were both demand- and supply-side factors. Research showed the significance of informal learning that occurs in workplaces of small firms but was lacking on the impact of vocational education and training (VET) reforms on small business, including implementation of New Apprenticeships, Training Packages, and Toolboxes and promotion of online learning and measures to make VET more flexible and responsive to user demand. Some customized products, such as Certificates III and IV in Small Business, were implemented, but their impact was not researched. Considerable progress was made in identifying collaborative self-help strategies that support development of learning and skill in small business. Well-suited to the small business environment and culture, they included building networks and clusters, mentoring, workplace coaching, action learning, and benchmarking. Less research evidence was available on the impact and potential of e-learning. The dominant feature on the landscape of learning and training provision for small business was emergence of a dual system comprising the formal VET system and informal system of short courses, advisory services, and workplace learning. A compelling case was made for a comprehensive national learning, skill, and enterprise strategy for small business. (Appendixes include a list of 82 references, glossary, and methodology.) (YLB)
