AbstractAlthough America has committed itself to building a rigorous public educational system, student achievement gaps and low-performing schools continue to exist. Schools with high proportions of students of color and students from poverty are less likely to offer a challenging curriculum. State systems of standards and accountability have often been designed to effectively find low-performing schools rather than effectively improve them. This report examines the character of these systemwide factors of failure in public schools. The first chapter describes the context of the dysfunction and, thus, sets the stage for improvement strategies. Chapter 2 discusses the characteristics of teaching, leadership, and other school characteristics that schools need to improve. Chapter 3 considers key elements of the state information and policy environment critical to finding low-performing schools, diagnosing the causes of low achievement, and to intervening effectively. Chapter 4 discusses ways in which community resources can play a role in helping schools achieve. Chapter 5 discusses the role of money in school improvement. Appendices contain the provisions from the No Child Left Behind Act related to low-performing schools, case studies of improved low-performing schools, Kentucky's standards and indicators for school improvement, and selected diagnostic indicators for school improvement.
