AbstractNoting that the U.S. child poverty rate is no longer declining, this research brief uses 2001 Census data to present a statistical portrait of poor children in the United States. The research brief also highlights some consequences of poverty for children and considers promising approaches for decreasing poverty among low-income children and their families. The brief notes that the overall child poverty rate is down dramatically from its 1993 peak, but that racial, ethnic, and family structure disparities in child poverty remain. Although research has identified associations between child poverty and poor child health, additional research is needed to identify the causal pathways through which poverty affects health outcomes. Poverty has been linked to problematic social, emotional, and behavioral outcomes for children, with several possible causal pathways advanced, including less parental supervision, more parental distress, and more family turbulence in poor households than in more affluent households. The impact of early and recent poverty on cognitive and educational outcomes is consistent, with research suggesting an indirect pathway related to low parental education and poorer schools. Childhood poverty has also been linked to poor adult economic outcomes through educational aspirations and academic achievement and attainment. The brief highlights research suggesting possible policy options: (1) maintain financial work supports and reduce the marriage penalty within the earned income tax credit; (2) build on successful welfare-to-work initiatives; (3) support efforts to strengthen marriages and decrease births to teens and unmarried women; (4) promote child support enforcement, job training, and father involvement; (5) continue child care subsidies and assess funding needs; and (6) inform low-income parents about food and health care assistance.
