AbstractAn study investigated ways in which the political and economic development (PED) agendas of international organizations (IOs) permeated or pervaded PED agendas of the South African government's adult education and training policies. Policy documents of IOs were main data sources, and the richest data sources were country strategy papers written by IOs for South Africa. Data analysis focused on country strategy papers of the World Bank (1999), the British government's Department for International Development (1998), and the Swedish government's Swedish International Development Agency (1999). Findings indicated significant similarities and convergences among PED agendas in the country assistance strategy papers, South African government's development policies, and its adult education and training policies; some were centered around economic growth, trade, and poverty eradication. The PED agendas of IOs, reflective of the broader PED agendas of foreign governments, were evident in their development assistance policies and, more specifically, their country assistance strategy papers. Influences of the PED agendas in development assistance policies of IOs reinforced the shift in PED agendas of the South African government's development policies from social transformation toward neo-liberalism. Findings indicated a level of autonomy on the part of the South African government, especially in relation to its transformation agenda. (Contains 23 references.) (YLB)
