AbstractThis 6th edition volume presents a detailed report on the growth of programs for persons with disabilities at the federal level and in the states. The two chapters of part one provide a cross-disability perspective, "An Institutional History of Disability" (David Braddock and Susan Parish) and an empirical study across federal, state, and local levels, "Public Financial Support for Disability at the Dawn of the 21st Century" (David Braddock). Part 2 of the book presents the 2002 study update of the "State of the States in Developmental Disabilities," begins with an analytic overview of the study, and concludes with profiles of each state and the District of Columbia. The analysis identifies trends and issues such as the growth of the Medicaid Home and Community Based Services Waiver, the principal financial engine driving the growth of community services today. The profiles examine the programmatic structure and financing of mental retardation/developmental disabilities services from 1977 through 2000. Part 3 is an in-depth comparative study of the development of institutional and community services in two states: Michigan and Illinois. It finds that Michigan has emphasized extensive innovation in the community while Illinois has retained a traditional commitment to public and private residential institutions.
