AbstractAt this joint session, the House Subcommittee on Select Education and the Subcommittee on 21st Century Competitiveness met to hear testimony on the policy implications of tracking international students in higher education. The purpose of the hearing was not to talk about the value of exchange programs or having foreign students participate in U.S. education, but to consider what needs to be done to track foreign students in the aftermath of September 11, 2001 in order to maintain a strong international student program while assuring national security. Opening statements were given by Representative Peter Hoekstra, Representative Tim Roemer, Representative Howard McKeon, and Representative Patsy Mink. Additional testimony was presented by: (1) Mary Ruan, Assistant Secretary of State; (2) Michael Becraft, Acting Deputy Commissioner, Immigration and Naturalization Service; (3) David Ward, President of the American Council on Education; (4) Gail Short Hanson, Vice President, American University; and (5) Julia Beatty, President, United States Student Association. Appendixes contain the written statements of these witnesses for the record. (SLD)
