Abstract | This report describes key policy decisions that have shaped the New Jersey system of higher education during the past third of a century. The study was part of a larger study that aimed at understanding the linkages between policy decisions and higher education performance through comparative case studies of two states in the United States and two states in Mexico. Adding to information from measures developed by the National Center for Public Policy and Higher Education, this study offers data provided by the state and information from interviews with a range of elected and appointed higher education leaders in New Jersey. Those who were interviewed described state legislation in 1994 as completing a process toward greater autonomy for state colleges and universities that began in 1985. While rules for operating funds do not seem too different, capital planning in higher education is now decentralized in New Jersey, with primary responsibility vested in institutional governing boards. Economic development has become a key factor in state funding decisions, and higher education institutions have responded positively. This case study of New Jersey system design suggests that a state can achieve or maintain high performance using a market-oriented approach, provided that is has good information about outcomes and remains vigilant against threatening trends.
