Abstract	This testimony on federal assistance for homeless people is based on issued reports and testimony over recent years. It highlights: (1) the federal approach to assisting homeless people; (2) actions of the Department of Housing and Urban Development (HUD) to overcome coordination and administrative challenges posed by its homelessness programs; (3) inability of homeless people to access and use federal mainstream programs available to low income people generally; and (4) issues to address in considering future homelessness policies. Overall, the federal approach to assisting homeless people includes 50 programs administered by eight federal agencies (16 targeted for the homeless and the rest mainstream). Under the varying eligibility and funding requirements of HUD's four McKinney-Vento Act programs, HUD has been challenged to ensure adequate coordination among programs without creating undue administrative burdens for states and communities. Homeless people are often unable to access federal mainstream programs because of the inherent conditions of homelessness and the structure and operations of the programs themselves. Consolidating HUD's McKinney-Vento programs could help reduce the administrative burden on HUD, though the government must also alleviate barriers faced by homeless people as they seek mainstream services.
