Abstract | This monograph describes an alternative model for early childhood care and education involving a complex and integrated system that allows for more collaboration among early childhood care and education activities. The model, with its emphasis on values in all educational practices, is intended to promote a more global and total approach to children's development and hence avoid professional fragmentation. Following a foreword on UNESCO's early childhood initiatives and an introduction, the document discusses: (1) the model's definitions and main perspectives (including value-based theory and practice, a holistic rather than fragmented approach, and a more open educational system); (2) value principles for the model (the Universal Declaration of Human Rights, democracy, multiculturalism, ethical responsibility and accountability, the value of play, and a new professionalism); (3) the issues of play, learning, and development (including children's play as a foundation, the importance of children's play in education, consequences for our understanding of learning, and varied forms of play); (4) details of the proposed model; and (5) developing early childhood education theory.
