AbstractHomelessness in the United Kingdom has very wide ramifications. Young homeless people face a difficult transition into adult life as poverty, low self-esteem, lack of family support, and lack of qualifications reinforce each others' effects. Homeless young people start behind their peers in educational achievement. Government policies put up barriers that prevent them from achieving full economic independence and contributing to society. This manifesto puts forward proposals to remove those barriers, focusing on four problem areas: barriers to full-time studying caused by the change in status at age 19; difficulty accessing higher education without access to accommodations during school vacations; the effect of Housing Benefit regulations on discouraging homeless young people from seeking employment; and lack of support in finding accommodations and work after leaving prison. It concludes that homeless young people need extra help from the government in order to overcome their disadvantages as they try to become participants in the labor market. Instead, they face barriers not shared by their peers who still live at home. (Contains 10 references.) (SM)
