| Abstract | This report contains two volumes: "Building Systems for Advancement to Self-Sufficiency," and "An Analysis of Change in Two Community Colleges." Volume 1 addresses the following topics: (1) the need and opportunity for change; (2) from promising practices toward systems for advancement; (3) institutional change strategies; (4) levers for change--policy, partnerships, and leadership; and (5) external stakeholders. Issues include: 80% of family-sustaining jobs require college-level skills, but only 67% of American students graduate from high school and 42% graduate with college-level skills; and low-income workers need to get economic benefits while earning credits toward long-term credentials. Volume 2 ponders the following questions: (1) Who and what have been the drivers of change? (2) How are internal leaders and external stakeholders engaged in moving toward a pathway approach to serving low-income individuals? and (3) What intervention strategies would move the community college to a fuller implementation of a pathway approach? Issues include: at Portland Community College, 54% of Cascade's student population tests into developmental classes; and at Central Piedmont Community College, the adult literacy program serves over 4,000 students.
