AbstractThis document, which is based on information supplied by state vocational administrators from across the United States, presents information that is intended to help state policymakers make more informed decisions about vocational education funding. Different funding formulas and funding levels are presented to illustrate the approaches that different states are using to support their vocational programs. Section 1 explains the multiple purposes of vocational education, reviews factors that can contribute to higher costs for vocational education, and describes how differences in the delivery of vocational instruction can affect program quality and cost. Section 2 summarizes the results of a 50-state survey examining vocational education funding patterns across the United States. Section 3 identifies funding practices that may help inform state-level policymakers and discusses the types of information that states will likely need to collect in order to evaluate their vocational funding systems. Special attention is paid to the intended and unintended effects of state legislation regarding vocational education. The following state funding approaches are explained and compared: (1) foundation grants; (2) unit cost funding (funding by full-time equivalent student participation, instructional unit, and cost reimbursement); (3) weighted funding; and (4) performance funding. Five state funding matrices are appended. (MN)
