Abstract | This report reviews the structure of the guidance field and provides a sector-by-sector analysis of current quality assurance arrangements in the United Kingdom. Part 1 presents an outline of the guidance sector, including some key concepts, structures, and roles. It defines guidance and other terms; discusses the three main categories (education/training-based, employment-based, and independent guidance); describes representative bodies in the guidance sector; addresses two current structural changes (Connexions Service and the Learning and Skills Council); analyzes strengths of, weaknesses of, opportunities for, and threats facing the guidance sector; and discusses two key issues in the guidance sector (harmonization and funding). Part 2 provides a sector-by-sector analysis of current quality assurance arrangements. It discusses principles underpinning good quality guidance and development of Guidance Council Quality Standards (GCQS). Existing quality standards of schools; further education; higher education; training provision; employment-based guidance provision; Career Services; Employment Service; local authority provision; community-based provision; private sector guidance and employment agencies; partnership arrangements; Wales; Scotland; Northern Ireland; and the wider international context are analyzed with a view toward using GCQS outside the adult guidance sector.
