AbstractThis report examines performance and spending of the New York City Public Schools, distribution of state education aid to the city, and revenues needed by city schools to meet academic standards. The report looks in detail at: student demographic characteristics compared with national data; resources for educating students in New York City compared to the rest of the state; academic achievement in New York City public schools compared to state and national averages; spending of New York City public schools compared to spending nationwide; whether money matters to student achievement in New York; whether school aid is distributed fairly in New York; and how much funding is adequate for New York City. New York City is demographically more like large cities nationwide than other New York school systems. State aid is not commensurate with student enrollment and degree of poverty. Students' academic performance is below statewide and national norms. City schools spend resources in similar ways to average school systems nationwide. New York State's distribution of education aid undercompensates for minority children's poverty and undermines achievement. The New York City public schools are seriously underfunded to prepare students to meet high standards. (Contains 35 bibliographic references.) (SM)
