AbstractIn Germany, after elementary school, the school system splits into three branches, with students either preparing for an apprenticeship or continuing in school. A second system exists, parallel to this education system, which combines general education with basic professional training. The first key career decision point is in Grade 4, when parents decide which branch of the general education system their children will attend. The Federal Labour Exchange Office is authorized by federal law to offer career development and employment services. Private and volunteer agencies also provide employment services. All universities offer free counseling to students, and all high schools regularly have one counseling teacher. Staff development has taken on increased importance in Germany in response to the rapid changes in organizations, and up to now there has been no publicly accessible training facility. Several policy issues related to career development services in Germany have emerged. They include policy issues regarding career development services, German and European unification, and ecological restructuring of society. Key issues for future consideration include globalization, the changing nature of work, and funding the Social Security System. The action steps extend to other countries as well and include awareness of the limitations of globalization, and cooperation replacing competition. (JDM)
