AbstractThis report describes and evaluates the Raven School, a charter school established in 1998 to serve adjudicated youths ages 16 to 18. The school is administered by the Gulf Coast Trades Center, a private nonprofit organization located in the Sam Houston National Forest in rural Texas. In addition to academics and GED preparation, other program components include life skills, employability skills, and vocational training programs. During the last 6 weeks of their program, students are encouraged to participate in work experience programs with local and area nonprofit organizations. Other services include recreational activities, health services, substance abuse counseling and education, and job placement services. The second half of the report evaluates partnerships of cooperation, coordination, and collaboration between the school and state and local agencies. Interviews with staff, volunteers, job site supervisors, and students indicate the importance of these partnerships in contributing to the success of the school. As a result of these partnerships, the school is provided with valuable resources or funding in exchange for volunteer services from students. Additional data from student exit interviews, recidivism rates, and percentage of students passing the GED substantiate conclusions drawn from the interviews. Appendices include an overview of the history of the Gulf Coast Trades Center, interview questions, and the student exit interview. (LP)
