AbstractThe availability and nature of open learning materials and centers in Great Britain were examined in a study that focused on the following: the open learning market; learning materials; commercial suppliers; basic skills materials; information technology materials; online learning; information technology and tutors; qualifications; prices; quality; standards; support; and learning centers. The research included case studies of open learning programs offered in rural and urban community learning centers, libraries, commercial enterprises, colleges, a university, and a career service. Key findings included the following: (1) Great Britain's open learning market is complex and divided into several sectors, including further education, higher education, training, individuals, and schools; (2) of the 20,000-25,000 open learning packages available in Great Britain, approximately 5,000 are computer-based packages; (3) the availability of open learning is clearly skewed in a manner dictated by market forces; (4) relatively few materials are related to basic skills development or achieving a National Vocational Qualification; (5) open learning materials are available in a wide range of media; (6) locating open learning materials is not always a straightforward process; (7) learning centers have become widely available in all sectors; and (8) the quality of open learning varies widely.
