AbstractMore than a century of centralized government and church control of Aboriginal education in Canada, aimed primarily at cultural assimilation, resulted in injustices, widespread inequalities, and underdevelopment. In the 1970s, after much political wrangling, the Canadian federal government and the First Nations agreed upon a policy of Indian control of Indian education. This paper develops a conceptual framework of decentralized community control and then draws on qualitative research findings to examine the historical development of centralized control and subsequent devolution of education in Aboriginal communities. The framework focuses on continuums of community control and parent participation in the political and administrative dimensions of education. The data reveal that the decentralization policy is transforming Aboriginal education from an externally controlled, technocratic nonparticipative system into a collaborative human activity. Over the last quarter century, decentralization has allowed Native communities to become more inclusive, to make more decisions locally, to develop and use curricula that are more reflective of Native culture, and to stem the dropout tide. In response to widespread complaints about the funding process, alternative funding arrangements have been created that allow more flexibility and decision making at the Band level and support self-determination.
