AbstractThis report examines the financial needs of Arkansas families, and establishes, using conservative economic assumptions, an annual Family Income Standard (FIS) for the state and each of its counties. The FIS is a new tool to be used by citizens, state and local policy makers, civic organizations, non-profits, and parents as they look to improve the economic well-being of their communities. The components of the standard include the essential living expenses of families with children, such as: (1) child care; (2) food; (3) housing and utilities; (4) transportation; (5) health care; (6) clothing and miscellaneous items; and (7) taxes. Because the standard reflects the resources needed to support a family with children without outside assistance, it does not include public assistance such as food stamps, Transitional Employment Assistance, subsidized child care or housing, or subsidized health care such as Medicaid. To develop estimates of the FIS for Arkansas, a modified version of the approach popularized by Wider Opportunities for Women was used. The 1999 Arkansas FIS reveals that families require an income close to 200 percent of the current federal poverty level to meet basic daily living needs. The standard is $18,805 annually for a one-parent family with one child (assumed to be under age 6), $22,372 for a two-parent family with one child, $24,833 for a one-parent family with two children, and $28,541 for a two-parent family with two children.
