Abstract | This report provides an overview of a federal initiative, entitled Access America for Students, which is designed to re-engineer the way training and educational services are delivered to students. Part of the National Partnership for Reinventing Government, the initiative's major objectives are to implement privacy and security processes for transacting business over the Internet, improve student financial aid cash management controls, leverage commercial systems, and establish a common business environment (including common record formats and operating procedures). In the Access America for Students initiative, federal agencies focus on postsecondary students, including lifelong learners, outlining strategic objectives, key components of the initiative (including the students.gov Web site), program development, a pilot program, and plans for national availability. Nine appendixes provide information on related Web links; note several Access America for Students initiatives already initiated or proposed by the Departments of Education, Veterans Affairs, Labor, Education, and Treasury and the Office of Personnel Management; present the initiative's steering committee charter; and list report contributors.
