AbstractIn 1995, the Jobs Initiative, an 8-year, six-site demonstration project, was launched to attempt to improve access to family-supporting jobs for disadvantaged young adults in the inner city. The Jobs Initiative is providing seed money to develop and implement job strategies in six cities: Denver (Colorado); Milwaukee (Wisconsin); New Orleans (Louisiana); Philadelphia (Pennsylvania); St. Louis (Missouri); and Seattle (Washington). The initiative begins with a planning phase, followed by a capacity-building phase and an implementation phase. This report is the executive summary of a report on the accomplishments and challenges of the planning phase across the six sites, roughly the period between November 1995 and March 1997. During the first year of the evaluation, the evaluation team documented baseline conditions at each site, chronicled the planning process, and worked with the sites to articulate their emerging "theories of change." Although the extent of progress varied from site to site, each location was able to make substantive progress in creating an organizational and strategic foundation for its regional initiative. Some of the questions and themes that have emerged during the planning phase are discussed and their potential implications for program development are noted. (SLD)
