AbstractRapid expansion of the prison population in Michigan has created concern for consistency, continuity, and articulation within the Michigan Department of Corrections vocational programs, which serve approximately 1,800 prisoners at a time. For this reason, a study was undertaken to determine how vocational education within Michigan's prisons might better contribute to overall providing inmates with marketable skills and thus reducing the "revolving door" syndrome of the prison population. The project used a qualitative research design, including in-depth interviews, observations, and document analysis through site visits to 47 programs at 15 facilities, along with comparisons with programs in other states. Information obtained in the study was grouped into nine major themes that were used as the basis for review of literature and identifying "best practices" upon which to base analyses and recommendations for change. The best practices are as follows: (1) statewide leadership, policy, and direction; (2) interfacility cooperation and communication; (3) partnerships with local educational agencies and employers; (4) facility leadership and policies affecting educational programs; (5) training, experience, and professional development of education staff; (6) intake and assessment procedures; (7) program curricula; (8) instructional delivery system; and (9) assessment and follow-up.
