AbstractThis handbook is written to help community coalitions and other groups fighting substance abuse develop indicators that describe the scope and nature of local substance abuse problems. These indicators can be powerful tools in efforts to combat substance abuse. They provide a picture of the local impact of substance abuse problems and make it possible to monitor change in the occurrence of abuse and the level of efforts to prevent, treat, or reduce it. Twenty substance abuse indicators are described that can be monitored at the local level. Chapter 1 introduces the concept of indicators and explores their uses. Chapter 2 describes one approach to the process, and chapter 3 provides basic information on the menu of 20 indicators. Some important use and interpretation issues are outlined in the fourth chapter. Chapter 5 contains state and local directories and data references specified throughout the handbook. Two of the indicators are directly related to education. The first is the existence of primary and secondary school educational programs on tobacco, alcohol, and other drugs in both public and private schools. The second is a record of student disciplinary actions, including suspensions, related to the possession, use, or sale of alcohol, illicit drug, and tobacco. Lists of state alcohol and drug agencies and related state and federal agencies include contact organizations for drug-free schools programs. (SLD)
