AbstractThis report on postsecondary enrollment trends in Minnesota was prepared in response to questions from state legislators concerning significant declines in enrollments at Minnesota state colleges and universities. Text, tables, and graphs provide a quantitative analysis of data derived primarily from the state higher education services office and from the Minnesota state colleges and universities system. Part 1 looks at enrollment trends across all of the postsecondary sectors from the mid-1980s through the mid-1990s. It also examines enrollment patterns of different groups and characteristics of students. Part 2 considers enrollment trends at the state universities in more depth. Part 3 offers some conclusions and policy implications. The report found the only identifiable factor paralleling enrollment changes was the level of state appropriations. The only factor identified that clearly contributed to a decline in freshman classes was the drop in participation of Minnesota high school graduates. The public sector (state universities and community/technical colleges) was found to have been most impacted by enrollment declines. Results have implications for policy concerning development of the state's labor force. (DB)
