AbstractThe New Horizons Program of the Des Moines (Iowa) Public Schools provides supportive services such as counseling, attendance monitoring, career-related instruction, work experience, and coordination with community agencies to dropout-prone students and their families to improve academic achievement and increase the graduation rate. Work experience, a major component of the program, helps students focus on learning for a purpose and see the connection between what they learn and the application of that knowledge. Funding for the New Horizons Program comes from a variety of sources. Approximately 46% of the funding comes from outside the school district. The total amount budgeted during fiscal year 1996 was $2,349,816. Staff development is an important part of the New Horizons effort. Services provided by New Horizons encourage and motivate approximately 1,400 students who are at risk of dropping out to stay in school and improve their attendance and school achievement. The program has offered quality services for 29 years. Many New Horizons students have consistently better attendance and lower dropout rates than other Des Moines Public School students even though they were selected for participation in New Horizons because of their poor attendance, low school achievement, and potential for dropping out. Over the last 5 years, New Horizons has consistently met the majority of its objectives including those pertaining to attendance rates, the dropout rate, and the number of placements of students in work experience activities. Future plans for the program, including the integration of the School-Based Youth Services Project for multilevel services, are discussed. (Contains four figures and one chart of program objectives.)
