Abstract | This report describes a 1998 seminar held to review the situation of higher education reform in Asia and the Pacific region, as well as in some Western nations, and to identify common issues and priorities, and then develop a collaborative framework for addressing these issues and setting priorities. Seventeen participants from 16 countries participated in the seminar. Chapter 1 is an introduction; chapter 2 provides a synthesis of country experiences; and chapter 3 offers recommendations and suggested strategies, addressing the following areas: access, performance, quality, funding, autonomy and accountability, research, and social accountability. Attached are lists of seminar and small group participants and the reports of the two small groups. Appended are country reports for the following nations: Australia, China, Germany, Indonesia, Lao PDR, New Zealand, Sri Lanka, United Kingdom, Cambodia, France, India, Japan, Malaysia, Philippines, Thailand, and Vietnam. Also appended is information about the NARIC network, a system to improve academic recognition of diplomas and study among European nations. (DB) |
