AbstractThis document contains five papers from a seminar devoted to the rise in the level of diplomas across the labor market. "Diploma and the Labour Market: Results and Questions Stemming from European Research" (Louis Mallet) discusses the findings of a recent study of six European countries in an attempt to explain the enormous growth in the number of people in all European countries with diplomas over the past 30 years. The dynamic relationships between the education system and labor markets and the implications of those relationships for policymakers were examined in "Shift in Skill Demand" (Christoph F. Buechtemann). "Diploma versus Skills" (Hilary Steedman) considers the question of whether firms' increasing hiring of highly qualified individuals is really driven by skill needs and the effects of technological advances on the skill levels required for various jobs. The validity of the hypothesis that the increase in the educational level in European countries is determined more by social demand for education than by demand generated in the production system is weighed in "Implication for the Training Strategy" (Luigi Frey). The main points raised during the seminar are summarized in "Diplomas and the Labour Market: The Debate so Far" (Jordi Planas). (MN)
