AbstractIn view of the dramatic increase in juvenile delinquency, a two-track common sense approach including quality prevention programs and programs that assist in holding juveniles accountable for their actions is presented by the Committee on Education and the Workforce to the House of Representatives recommending that HR 1818 be passed. Title I amends the Juvenile Justice and Delinquency Prevention Act. It streamlines overall State plan requirements to make them more flexible, renames the Office of Juvenile Justice and Delinquency Prevention to the Office of Juvenile Crime Control and Delinquency Prevention; eliminates Parts D, E, F, G, H of the current law and replaces them with a block grant program, and eliminates authority for the White House Conference on Juvenile Justice. Title II contains amendments to the Runaway and Homeless Youth Act, leaving its purposes relatively unchanged, making technical corrections, and consolidating three funding streams into one. Title III repeals Title V incentive grants for local delinquency prevention programs. Title IV contains general provisions regarding the effective date and application of amendments. Title V authorizes funding for the National Center for Missing and Exploited Children. Included are dissenting and minority views, and cost estimates of the Congressional Budget Office. (EMK)
