AbstractIn 1983, the National Commission on Excellence in Education declared that the United States was "at risk" due to a rising tide of mediocrity in public education. In the myriad educational reforms since this declaration, one recurrent theme in these efforts has been professional development. The critical significance of staff development in a school-improvement effort and the importance of the principal in determining the success of a staff development program are detailed in this book. Four assumptions that underlie the book are: (1) the local school district and school provide the best arena for school-improvement efforts; (2) school improvement means people improvement; (3) the principal is a key figure in determining the ultimate success of any effort to develop school personnel and thus plays a major role in school improvement; and (4) schools seeking meaningful improvement must make a commitment to staff-development programs that are purposeful and goal-directed. The chapters focus on the principal as a leader, how to create a climate for effective staff development, how to forge a link between cause and commitment, how to initiate effective staff development practices, how to link staff development with teacher supervision, and alternative approaches to staff development.
