AbstractThe Down East Partnership for Children (DEPC) was established in 1993 to bring together health, education, and social service agencies to address the needs of children and families in two eastern North Carolina counties. Collaboration theory provided a useful lens through which to examine the development of the partnership, recognize preconditions for collaborations, evaluate progress, and identify predictable challenges. For the DEPC, preconditions for collaboration were met, and progress through the early stages of problem-setting and direction-setting was relatively smooth. Even under the "best" circumstances, however, "structuring" a collaborative effort is challenging. This report demonstrates how collaboration theory can be used as a basis for the evaluation of an interagency partnership and how evaluation results can be used to promote organizational development. In their search for a comprehensive theory of collaboration, D. Wood and B. Gray (1991) identified the need for further research and theory regarding the role of the convener and the dynamics of layered collaborations. This evaluation addressed those issues and demonstrates how evaluations can be tailored to meet the needs of stakeholders. Evaluating an interagency partnership can be challenging, and the report describes how the challenges were faced in one setting. The framework from collaboration theory can be used for evaluation in other settings, and the results are helpful whether designing new partnerships or assisting existing partnerships with organizational development.
