AbstractThe Orange County, Florida, Corrections Division provides unusually intensive educational and vocational programs to most inmates in its 3,300-bed jail. A staff of 70 full-time instructors provide the following services: adult basic education, preparation for the general equivalency diploma, vocational training, life skills development, women's psychoeducation support groups, and substance abuse education. The educational and vocational programs constitute just one of a system of three innovations designed to reduce corrections costs, improve inmate conduct, and lower recidivism. The other two components are direct supervision in facilities designed to allow maximum contact between staff and inmates and behavioral incentives. Two job assistance programs are also available. The program enjoys active support by corrections officers employed in the county's four jails and close collaboration with Orange County's Public School Board. Jail and school administrators have implemented the following strategies to ensure that inmates are offered the maximum amount of useful educational benefits before their release: focus on core competencies; intensive, self-paced course work; identification of "early exit" points; and short-term substance abuse counseling. The program has reduced jail operating costs and inmate violence while improving inmates' general educational, vocational, and life skills and decreasing recidivism among former program participants.
