AbstractThis essay, based on a roundtable discussion held by institutional leaders, policymakers, and other citizens concerned with the vitality of the state's public and private colleges and universities, focuses on California's efforts to provide access to higher education and sustain quality in the face of a growing student body of adult and traditional-aged learners. It reviews the role of the 40-year-old California Master Plan for Higher Education in providing broad access to higher education in the state through the California community colleges system, the California State University system, and the University of California campuses. It notes that the economic downturn of the early 1990s and the wave of new students that will descend on higher education institutions in the next decade have created challenges to continued access for all qualified students. The essay maintains that California cannot hope to increase access to higher education without increased public funding, that higher education institutions need to become more efficient and focused, and that both the state and colleges and universities must become committed to increased access.
