Abstract	This report summarizes staff recommendations of the Illinois Board of Higher Education concerning budget recommendations for higher education operations and grants for fiscal year 1998. The report also includes recommendations for state appropriated revolving funds, locally held university income funds, and other appropriated funds. Specific components of the fiscal year recommendations, which total $2,075.9 million, or 6.1 percent over 1997 appropriations, address the following needs: preparing Illinois' workforce; promoting health and human services; strengthening the quality of undergraduate education; enhancing use of technology; improving student access and affordability; addressing deferred maintenance; and strengthening the institutional academic base. In separate sections of text and data tables, the report details plans for the public universities; community colleges; and the Illinois Student Assistance Commission. Also recommended are grant programs for nonpublic institutions, for health education, and various institutional grants. Specific recommendations also consider the Illinois Mathematics and Science Academy, the State Universities Civil Service System, the Board of Higher Education, and the State Universities Retirement System. Five appendix tables provide related higher education data, including general funds expenditures by sector and for fiscal years 1970 to 1997; comparisons of weighted average tuition and fees with economic indicators; annual tuition rates by student level; and a credit hour cost study.
