AbstractIn Victoria, Australia, every government school in the state is a self-managing school. The Victorian system of school-based management is called "Schools of the Future." This paper presents findings of a study that sought opinions of the school community toward various aspects of the Schools of the Future program and its outcomes. A questionnaire received responses from a total of over 400 parents, teachers, and school councillors. The data suggest that respondents were generally happy with the decisions being made at the local level, particularly with their involvement in determining the direction the school should take; however, they felt that some decisions were out of their control (e.g., staffing and those made at the Directorate of School Education). The twin goals of increasing quality and decreasing funding has resulted in increased workloads for educators and parents. Respondents also expressed concern that the reduced level of resources given to Schools of the Future from the government greatly increased school responsibility to raise funds. Some schools were more capable than others at raising funds, which means that some students had access to a higher quality education than others (on the basis of per-pupil funds available). Thus, some schools may not succeed in their quest to become more effective, raising concerns about equity and resources. Five tables are included. (Contains 14 references.) (LMI)
