Abstract	This report describes the Adult Literacy Software Working Conference, which was attended by 52 adult literacy practitioners, software developers, hardware vendors, other educational technology specialists, policymakers, and researchers. The conference participants identified market, program and staff, and design and quality issues related to adult literacy software development and discussed potential roles and actions for each of the major stakeholders in adult literacy software development to achieve necessary changes and improvements in the field. The four papers presented are as follows: "The Adult Literacy Software Developer's Perspective" (Robert A. Lemire); "The Adult Literacy Software Marketplace" (Tim Songer); "Instructional Software Quality: More Possible than Ever Before" (Richard L. Venezky); and "Literacy Software User Concerns" (Lucy Tribble MacDonald). Working group reports are on the following topics: drafting Adult Education Act legislation fostering software development and use; creating an ideal public-private venture to support the production and use of adult literacy software; and designing an adult literacy software product prototype combining elements of instructional quality and pedagogical effectiveness.
