Abstract | The skills and knowledge required for productive employment and citizenship are constantly expanding. To secure America's economic future, more students than ever before must be educated at much higher levels. States have responded to the challenge with energy, leadership, and resources. This report describes those efforts and analyzes their effects on schools and student achievement. The first section documents the gap between student performance and work force demands, and describes differences between the skills of U.S. students and those of their international peers. The second section reviews the range of state education reforms initiated during the past decade, which include standards and increased accountability, deregulation, school choice, and school-safety and discipline policies. The impact of negative public perceptions of education and other forces shaping school reform are examined in section 3. The fourth section summarizes research on school restructuring, school size, site-based management, school choice, and reform networks. Recommendations made in the final section include: (1) balance public concerns with research; (2) focus on the system; (3) back reforms for several years; and (4) engage reform networks.
