Abstract	Every organization needs a plan for achieving its objectives; however, strategic plans are often developed for the wrong reasons. This book presents self-help tools for school leaders interested in assessing the efficacy of their school's strategic plan. Chapter 1 explains why it is important to review educational strategic plans. Chapter 2 identifies six critical factors for success: (1) moving out of your comfort zone; (2) differentiating between ends and means; (3) using and integrating results; (4) preparing objectives; (5) defining need; and (6) planning based on your ideal vision. Two frameworks for evaluating plans are also described--the Organizational Elements Model (OEM) and a costs-consequences analysis. Steps in the strategic-planning process are detailed in the third chapter--scoping, planning, and implementing and continuously evaluating. Eleven common mistakes are identified in chapter 4. The final chapter provides step-by-step details for assessing the usefulness and comprehensiveness of the strategic-planning effort. Evaluation tools for analyzing the scope and plan focus on linking the level of the school vision with the appropriate evaluation measure and on conducting valid needs assessment.
