Abstract	This volume, which describes the status of public education in Utah for the year 1993-94, focuses on the issue of educational reform. Following the introduction and overview, chapter 1 reviews reform legislation and implementation efforts during the last decade. It describes the context for reform in political, demographic, and economic terms. Chapter 2 provides an overview of the two "waves" of curricular reform that occurred within the last decade and how they have affected Utah schools. The third chapter offers a typology of employee-involvement approaches in personnel reform. Current efforts to serve more students with disabilities are described in the fourth chapter. Chapter 5 analyzes the impact of technology on education and examines the issues of access, equity, effectiveness, and cost. The impact of three reforms pertaining to school guidance and counseling is assessed in chapter 6. Chapter 7 describes current trends emerging in state finance cases and applies the framework to an examination of Utah's school finance plan. The final chapter offers an overview of 10 legislative actions taken during the 1993 Utah legislative session. Taken together, the chapters illustrate the concepts underlying school reform in Utah--openness, inclusiveness, individualization, accountability, and productivity.
