Abstract | This report evaluates the Alabama Commission on Higher Education, emphasizing the role and responsibilities of the Commission as specified in Alabama law. The Evaluation Committee sought perspective on the Commission's performance from a wide variety of educational, political, and civic leadership via a questionnaire, interviews, hearings, and document review. The report begins with an examination of context factors in evaluation, focusing on the educational context, financial context, legal context, and political context in Alabama. The report then evaluates leadership initiatives, leadership agenda, leadership impediments, leadership impact, the Commission's relationships with two-year colleges, Commission policy on off-campus courses and programs, and budget and formula funding responsibilities. Evaluation of the Commission's effectiveness reveals that additional attention is warranted in developing and implementing a long range plan for postsecondary education, developing and recommending legislation to ensure high quality education, and advising the governor. Recommendations are offered to the Commission and to political and civic/corporate leaders in Alabama. Appendices include: (1) a list of Sixth Quadrennial Evaluation Committee members, (2) the survey questionnaire, (3) a list of those interviewed, (4) a chronology of the Knight versus Alabama case, and (5) verbatim reports of questionnaire open-ended responses.
