AbstractBased on desk reviews and/or field studies of 102 projects related to women, this report synthesizes the results of A.I.D. experience since 1973 in targeting women in development (WID) activities. The major finding is that mainstream projects that ensure women's participation in accordance with their roles within the project's baseline situation are more likely to achieve their aims than projects that do not. A review of the relationship of gender variables to the achievement of socioeconomic goals found that understanding gender factors in agricultural production is crucial to successful technology transfer. Also crucial at the level of socioeconomic impact is an understanding of the various sources of and control over income and of gender roles in consumption. Ten practical suggestions are made to improve gender analysis techniques, delivery of resources to women, and tracking of women's participation in project activities. A conclusion review of the various types of women's projects finds that: (1) mainstream project with "gender sensitive" designs are the most effective at meeting WID objectives; (2) women-only components in larger projects can be effective, although they may lead to tokenism if gender differences are ignored; and (3) women-only projects tend to be small in scope and costly in staff time, and are best suited for the delivery of training.
