Abstract	During 9 years of operation, the Collective Consultation has provided a structure within which nongovernmental organizations (NGOs) exchange information and experience related to literacy more effectively. The bureau known as "the working group" is responsible for implementation of decisions taken during the Collective Consultation, for their follow-up, and for preparation, in collaboration with the UNESCO Secretariat, of the agenda of the Collective Consultations and the ad hoc working groups. Because it was set up to improve the level of knowledge about the literacy problem and to heighten public awareness of the subject, the Collective Consultation is naturally a forum for information, exchange, and research. From 1984-92, two periods can be clearly distinguished for the Collective Consultation. A preparatory period from 1984-88 is distinguished by no criteria or guidelines, proposals for only 27 small-scale projects, and no joint projects. The year 1989 marks a turning point in the development of the Collective Consultation due to a change of persons involved, a change of projects, and more practical and clearly defined recommendations. The scope of the Collective Consultation has been broadened to include basic education for adults and children.
