AbstractThe California Department of Education awarded Amnesty Education Program funds to service providers to serve immigrant adults needing to fulfill legalization requirements by obtaining a Certificate of Satisfactory Pursuit, and to make available to immigrant adults education and training that would enable them to succeed in school and become more employable. An evaluation was directed toward determining the most and least effective aspects of the Amnesty Education Program, the range and intensity of services needed by participants, the effects of the program administration on the delivery of services, and the differences in type and quality of services provided by local service agencies. Data for the evaluation were gathered through a review of the literature pertaining to immigrants and immigrant service programs and interviews with key constituencies involved with the program, health officers counties heavily affected, legislative staff, and administrators of amnesty programs in four other states. The study found that in the hurry to institute the program and the lack of federal responsibility for this federal initiative, many difficulties were caused. For example, amnesty education operated without regulations for more than a year. Lack of planning set the stage for something less than a model system, although local programs were often able to provide good programs individually. Educational administrators and program providers involved in the program felt that given the lack of direction, the intense demand, and the time constraints of the amnesty program, it is amazing that it accomplished as much as it did. Extensive recommendations were made in the following areas: federal program planning, oversight, and administration; state program planning and coordination; and Amnesty Education Program coordination.
