AbstractThis document presents findings of a study that tracked the development of a shared decision-making project in a Florida county school system since its inception in 1989. The impetus for the Shared Decision-Making Project came not from school stakeholders, but from the interplay of national reports, regional problems, state legislation, and local events. This document presents findings from the case studies of three participating schools, which included a middle school in an affluent neighborhood, an elementary school, and a progressive middle school. In each case, the study describes the culture of the school, specify the objectives the school set for itself, discuss the stumbling blocks that impeded progress toward those objectives, analyze achievements, and detail what difference shared decision making (SDM) made for the school and its stakeholders. In two schools, shared decision making became well established and stakeholders began to move toward school restructuring. The third school was still struggling to discover what shared decision making was and what the stakeholders wanted to accomplish through shared governance. Preliminary findings show that SDM/school restructuring success was affected by a complex interplay of 15 contextual factors, which fall into the following four broader categories: (1) shared governance and process; (2) vision and change; (3) collegiality and inclusion; and (4) communication and training. One table is included. Appendices contain the 1991-92 SDM/Focus 2000 goals, actions and strategies; and a definition of SDM. Contains 66 references. (LMI)
