AbstractThe San Diego Consortium for Workforce Education and Lifelong Learning (CWELL) has as its mission the improvement of education and training of out-of-school youth and adults, especially those who do not plan to go to college. It provides a working model of how the California State University and California Community College systems can work together to meet the recommendations of the California Workforce Literacy Task Force for professional development and action research to improve the education and training of California's out-of-school, undereducated youth and adults. A new specialization within the existing Master of Arts in Education degree program has been developed--a concentration in educational technology. The WELLS (Workforce Education and Lifelong Learning Specialist) program has been established in the Department of Educational Technology at San Diego State University in recognition of the expanding role that technology is and will be playing in providing education to out-of-school youth and adults. Outreach and marketing activities include briefings and national teleconferences. An Action Research Center has been established with staff from both outside and inside the San Diego Community College District, Division of Continuing Education. An interactive, participatory approach to research is being followed. In following a second approach to research, a "bottom up" approach of inquiry, staff have engaged in the "teacher as researcher" project, "student as researcher" project, and "researcher as practitioner" activities.
