Abstract | This report summarizes the major changes to higher education in the United Kingdom as a result of the Further and Higher Education Act of 1992. These changes include the creation of new universities and new arrangements for the assessment and assurance of quality in higher education. Due mainly to the upgrading of polytechnics to university status, the United Kingdom now possesses 90 universities and 143 colleges, institutes, and other non-university postsecondary schools. A list of these universities and institutions is included. A Higher Education Quality Council (HEQC) was created in 1992 by higher education associations to serve as an independent monitor of quality assessment at universities and other institutions. HEQC is composed of three divisions: (1) Credit and Access; (2) Quality Audit; and (3) Quality Enhancement. The organization, goals, and initial activities of each of the three divisions are discussed. The organization and activities of the Higher Education Funding Councils in England, Wales, Scotland, and Northern Ireland in relation to quality assessment in higher education are examined. A summary of a report entitled "Quality Management and Quality Assurance in European Higher Education: Methods and Mechanisms," by F. A. van Vught and D. F. Westerheijden, is also included. (MDM) |
