Abstract	Romania, one of the largest but also one of the poorest nations in Eastern Europe, is moving toward a market economy and a pluralistic society. Romania's educational system reflects a failure to appreciate the value of general secondary education over early specialized vocational training. Basic schooling is compulsory through grade eight, but total enrollment is declining with the birth rate. The Ministry of Education and Sciences (MOES) has coordinated preschool through higher education and scientific research since 1990. MOES sets the curriculum for all primary schools, and there is a highly prescriptive curriculum on the secondary level. Student-teacher ratios are low by international standards, and teacher pay is based on training and experience. Preservice teacher education begins on the secondary level. Students receive textbooks for free, including those texts printed in 13 minority languages. Education spending in Romania is low by international comparisons, and the central government is the source of most funding. The World Bank proposes a five-year education reform program to be implemented by MOES. The project would seek to raise the quality of basic and secondary education, restructure vocational education, and improve educational finance and management. Among the benefits of such a program would be greater employment flexibility in a changing world, a more rational allocation of educational resources, and more generally, improved preparation for Romanian students for the nation's newly democratized mentality.
